Protect Sailing in Dún Laoghaire Harbour for you and for future generations.

Use your submission to clearly explain to An Bord Pleanála how you use the harbour now and how this will be affected by the commercial development of a Large Cruise Ship Berth which should best be sited in Dublin Port.

Now is your opportunity to lodge your submission on the Dún Laoghaire Harbour Company application to An Bord Pleanála for a €21m Large Cruise Ship Berth in the middle of the harbour. This cruise ship berth will be 435m in length and will run out from the old HSS terminal (St Michael’s pier) towards the harbour mouth permanently dividing the harbour’s sailing area in two and forming a significant barrier to sailing in the harbour. For example the course set for the harbour fleet racing in the NYC junior regatta on Wednesday last 1st July would no longer be possible. The harbour company are seeking to cater for large cruise ships in excess of 300m in length which cannot dock in the harbour at present due to their size. These ships will be twice the height and three times the length of the newly built  Dún Laoghaire library. The harbour company is seeking to compete with the larger and more appropriately sited cruise ship terminal planned for Dublin Port which will be completed in 2016. Here is how to go about lodging your submission. Essential Information to be included with your submission: Final Date and Time: All submissions must be lodged before 5.30pm on Thursday 27th August 2015 at the offices of An Bord Pleanála, 64 Marlborough Street, Dublin 1 along with a fee of €50. Include the following in your submission: Case Reference: PL06D.PA0042. Fee: €50 Your Name. Your Address. The reasons for your submission. Request for an Oral Hearing (This will allow further necessary elaboration, discussion and examination of relevant issues over and above the written submissions). Your submission should be in relation to the implications of the proposed development on the proper planning and sustainable development and the likely effects on the environment of the proposed development. It should clearly state the subject matter of the submission and the reasons, considerations and arguments on which it is based in full. The Board has issued A Guide to Public Participation in Strategic Infrastructure Development   Useful Background Information for your Submission: The report of the pre-application meetings between Dún Laoghaire Harbour Company and An Bord Pleanála gives an indication of the issues of importance to the board when considering this application. These include 1. Interaction and impact on other harbour users. In this regard it is essential that we clearly explain to An Bord Pleanála how we currently use the harbour for sailing, how the proposed development will impact on the current usage and the devastating impact this will have on the leading sailing centre in Ireland. 2. Relationship with proposals for a cruise facility in Dublin Port 3. Visual Impacts How will the views across the harbour and into the town from the sea be affected? 4. Potential impacts on historic pier structure 5. Impacts on Natura Sites and marine ecology and Nature and extent of dredging spoil and disposal of same 6. Traffic and Transport, Water Supplies and Community Gain As the application by Dún Laoghaire Harbour Company does not address the sailing needs of the current users of the harbour, it is our responsibility as sailors to clearly explain to An Bord Pleanála how we use the harbour. This will ensure that a decision on this application can be made in the knowledge that the result of the commercial development of a Large Cruise Ship Berth will be to greatly diminish sailing and racing in Dún Laoghaire Harbour for the population of South Dublin. The proposal will duplicate the Cruise Ship Berth at Dublin Port which already has permission and on which work will start in October this year.
